according to the law of the people's Republic of China on the prevention and control of air pollution, this plan is formulated to fully complete the task of volatile organic compounds (VOCs) control in Henan Province in 2017 and continuously increase the number of excellent days in Henan Province

I. General requirements

adhere to the governance idea of "source substitution, process control, end treatment, severe punishment for illegal acts and illegal ban", and focus on VOCs Pollution Control in petroleum refining, petrochemical, industrial coating, packaging and printing, chemical industry and other industries to strengthen VOCs governance of industrial sources; Strengthen the control of VOCs from traffic sources by focusing on strengthening the monitoring of motor vehicle emissions, tightening the control of oil and gas recovery, and exploring the implementation of motor vehicle control in high temperature weather; Focus on VOCs management in automobile repair, catering and other industries, and strengthen VOCs management of living sources; Focus on strict pollution control of VOCs enterprises, explore and implement peak shift production in high temperature weather, and significantly reduce the total amount of VOCs emissions; Focusing on strictly cracking down on black gas stations and open-air spraying sites, enterprises involved in VOCs "scattered pollution" will be banned in an all-round way, providing a solid support for the full completion of the annual goal of 200 excellent days

II. Work objectives

by June 30, 2017, we will fully complete the task of comprehensive control of VOCs Pollution in 3609 petroleum refining, petrochemical, industrial coating, packaging and printing, and chemical enterprises in the province (see Annex); VOCs emissions from motor vehicles, gas stations, automobile repair, catering lampblack and other industries have been effectively controlled, and have steadily reached the national control standards and requirements; According to laws and regulations, the 36600 "scattered pollution" enterprises identified so far have been rectified and banned, especially the unorganized emission enterprises such as small spraying, small workshops and "black gas stations" involved in VOCs emission

III. control scope

vocs refers to organic compounds that participate in atmospheric photochemical reactions, are important precursors for the formation of ozone (O3) and fine particulate matter (PM2.5) pollution, and are important factors affecting the number of good days. The governance scope mainly includes: industrial sources, focusing on chemical industries such as petroleum refining, petrochemical, pesticide, medicine and plastic products manufacturing, industrial coating industries such as automobile, furniture, engineering machinery, steel structure and coiled materials, and packaging and printing industries; Traffic sources, focusing on vehicle oil products, motor vehicles, gas stations, etc; Living source, focusing on automobile repair, catering lampblack, etc; Unorganized emission sources, focusing on small-scale spraying, small-scale workshops, etc

IV. main measures

(I) comprehensively complete the control of VOCs Pollution from industrial sources

1 We will implement standard discharge control in the petroleum refining, petrochemical and chemical industries. Before June 30, 2017, 426 chemical enterprises in the province must meet the emission standards; Before September 30, 45 oil refining and petrochemical enterprises must meet the discharge standards. Among them, VOCs emissions from chemical enterprises shall meet the requirements of the fugitive emission control standard for volatile organic compounds, VOCs emissions from petroleum refining enterprises shall meet the special emission limit requirements of the emission standard for pollutants from petroleum refining industry (gb31570-2015), and VOCs emissions from petrochemical enterprises shall meet the special emission limit requirements of the emission standard for pollutants from petrochemical industry (gb31571-2015)

(1) fully implement "leakage detection and repair (LDAR)". Establish LDAR management system and information management platform, improve LDAR detection specifications, and refine key elements such as working procedures, detection methods, detection frequency, leakage concentration limit, repair requirements, etc. Focus on strengthening the leakage management of dynamic sealing points such as agitators, pumps and compressors, as well as static sealing points such as low-point leaching, sampling port, high-point venting, liquid level gauge and instrument connectors

(2) strengthen the waste gas treatment of organized process. The process exhaust gas containing high concentration VOCs, such as the process exhaust gas from the process purge gas and the process exhaust gas from the acid water tank, shall be recycled first. Those that are difficult to be used shall be sent to the flare system or destroyed by catalytic incineration, thermal incineration and other measures. Oxidation tail gas, reforming catalyst regeneration tail gas and other process waste gas containing low concentration VOCs shall be destroyed by catalytic incineration, thermal incineration and other measures

(3) strictly control storage and handling losses. For the storage of volatile organic liquids, pressure tanks, low-temperature tanks and high-efficiency sealed floating roof tanks are preferred. Dome roof tanks should be installed with head space connection replacement oil and gas recovery devices. Toxic and harmful substances such as benzene, toluene and xylene should be installed with oil and gas recovery devices and other treatment facilities on the basis of floating roof tanks. The loading and unloading of organic liquids must be fully enclosed and loaded under the liquid. During the loading and unloading of highly volatile organic liquids such as gasoline, naphtha and kerosene and toxic and harmful substances such as benzene, toluene and xylene, efficient oil and gas recovery measures shall be taken and transportation tools with oil and gas recovery interfaces shall be equipped

(4) strengthen the treatment of waste gas from waste water system. In the process of wastewater collection, storage, treatment and disposal, the escape links of high concentration VOCs such as water collecting well (pool), regulating tank, oil separation tank, air flotation tank and concentration tank shall adopt closed collection measures and take recycling measures. If it is difficult to use, efficient treatment facilities shall be installed; Closed process shall be adopted for the escape of low concentration VOCs such as biochemical tank and sedimentation tank, and corresponding treatment measures shall be taken to prohibit dilution and discharge

(5) strengthen the emission control under abnormal working conditions. On the premise of ensuring safety, the organic waste gas discharged under abnormal working conditions shall be sent to the flare system for treatment, and it is forbidden to extinguish the long burning lamp of the flare. Formulate operation procedures and pollution control measures for abnormal working conditions such as startup and shutdown, inspection and maintenance, and abnormal production. Planned operations such as start-up, shutdown, inspection and maintenance of the enterprise shall be filed with the local environmental protection authority before implementation. Materials containing volatile organic compounds and waste gas discharged from the production unit under abnormal working conditions and cleaning and scavenging gas before inspection and maintenance shall be connected to the recovery or purification treatment unit

2. Implement the comprehensive treatment of VOCs in the industrial coating industry

before June 30, 2017, 2365 automobile, furniture, engineering machinery, steel structure, coiled material, container and other manufacturing enterprises in the province must complete the standard treatment, and the VOCs emission must meet the requirements of the fugitive emission control standard of volatile organic compounds and the emission standard of air pollutants for coating, ink and adhesive industry

(1) automobile manufacturing industry. We will accelerate the control of VOCs emissions from enterprises engaged in vehicle manufacturing, modified automobile manufacturing, and auto parts manufacturing in the province. Promote the use of low volatile coatings such as high solid and water-based coatings, and use compact coating processes such as "three coating and one drying" or "two coating and one drying"; Establish a classified collection system for organic waste gas, and the collection rate of organic waste gas in vehicle manufacturing enterprises shall not be less than 90%, and that in other automobile manufacturing enterprises shall not be less than 80%; For the waste gas generated from painting, leveling and drying, end treatment measures such as incineration shall be taken. The comprehensive VOCs removal rate of vehicle manufacturing enterprises should reach more than 70%, and that of other automobile manufacturing enterprises should reach more than 50%

(2) furniture manufacturing industry. Focus on the large wooden furniture enterprises in the province, vigorously promote the use of low volatile coatings such as water-based and UV curing, and the replacement ratio reaches more than 30%, which shall be verified based on the enterprise's product output and the paint purchase order; We will vigorously promote the use of water-based adhesives, and the replacement ratio will reach more than 50%, which will be verified by the enterprise's product output and the adhesive purchase order. Strengthen the classified collection and treatment of waste gas. The collection rate of organic waste gas shall not be less than 80%. End treatment measures such as incineration shall be taken for the waste gas from painting and drying. The comprehensive VOCs removal rate (including raw material substitution) of wooden furniture manufacturing enterprises should reach more than 50%

(3) construction machinery manufacturing industry. Promote the use of high solid content coatings, with the use ratio reaching more than 20%, which shall be verified according to the product output of the enterprise and the paint purchase order. Strengthen the collection and treatment of waste gas. The collection rate of organic waste gas shall not be less than 80%. The waste gas from painting and drying shall be treated by incineration. The comprehensive VOCs removal rate (including raw material substitution) of construction machinery manufacturing enterprises should reach more than 50%

(4) steel structure manufacturing industry. Vigorously promote the use of high solid coatings, with the use ratio reaching more than 20%, and verify with the product output of the enterprise and the coating purchase order. Phase out open-air spraying of steel structures, comprehensively promote steel structure manufacturing enterprises to enter the workshop for operation, and build waste gas collection and treatment devices. The comprehensive VOCs removal rate (including raw material substitution) of steel structure manufacturing enterprises should reach more than 30%

(5) coiled material manufacturing industry. Fully promote the use of mechanized automatic roller coating technology; Strengthen the collection of baking waste gas, with a collection rate of more than 90%, and complete with efficient treatment measures such as incineration. The comprehensive VOCs removal rate of coiled material manufacturing enterprises reaches more than 80%

(6) container manufacturing industry. Water based coatings are used to replace solvent based coatings in the whole box sanding, box coating, box exterior coating, underframe coating, wood coating and other processes, and the replacement proportion reaches more than 80%, which shall be verified according to the product output of the enterprise and the paint purchase order. Roll coating process is popularized for one-time sanding process; Strengthen the collection and treatment of waste gas. The collection rate of organic waste gas shall not be less than 90%, and support the construction of efficient treatment facilities such as solvent recovery and catalytic combustion. The comprehensive VOCs removal rate (including raw material substitution) of container manufacturing enterprises should reach more than 80%

3. Implement comprehensive rectification of VOCs in the packaging and printing industry

before June 30, 2017, 369 packaging and printing enterprises in the province must complete the treatment up to the standard, and the VOCs emission must meet the requirements of the fugitive emission control standard of volatile organic compounds and the emission standard of air pollutants for coating, ink and adhesive industry
